With over two decades of experience in banking, lending, and community development, Dwayne has played a pivotal role in enhancing affordable housing, small business, and nonprofit initiatives across New York City and beyond. Currently serving as the CRA Officer at the State Bank of India New York Branch. Dwayne is responsible for managing a CRA portfolio valued at over $220 million, driving investments and loan originations focused on community development, affordable housing, and small business growth.

Previously, as Director of Lending at the Parodneck Foundation, Dwayne led efforts to support low- and moderate-income residents in creating and managing affordable housing. He also played a critical role in building one of the nation’s leading foreclosure intervention networks. Earlier, he worked as a CRA Community Lending Officer at Citibank, where he led initiatives to provide home mortgage products and financial literacy programs to first-time homebuyers. Their career began as a Senior Loan Officer at Knox Financial Group, a major mortgage broker in Maryland, and included a role as Staff Director at the Washington D.C. Budget Office, where they helped overhaul budget reporting and execution procedures for the city.
